Regional Review and Comment

ETDD serves as the regional clearinghouse for review of federal and state funded projects in the region. The purposes of the Regional Review Program are:

1. To give notification to general purpose units of local government, special purpose units of local government, and other local and regional agencies when projects, programs or plans are proposed by other units of government or agencies which may affect them. It is the purpose of the notification process to establish through early contact between an applicant and the District an expeditious method of review and notification.

2. To enable ETDD staff to give aid and assistance to general purpose units of local government and special purpose units of local government.

3. To emphasize the intergovernmental relations aspect of most development projects.

4. To implement adopted regional policies, plans and programs.

5. To establish a process through which the regional significance, including environmental significance, of a proposed project can be evaluated.

6. To establish a mechanism to encourage coordination of all planning activities of local, regional, state and federal programs.

7. To assist federal and state agencies in the wise utilization of funds and to assist them in avoiding commitments to projects that have major unresolved questions.
